Quibell Park Stadium in Scunthorpe is set to undergo a £2 million refurbishment following a fire that badly damaged the grandstand last November.
North Lincolnshire council has developed a plan that includes more than £613,000 to renew the running track and £415,000 for new changing facilities.
However, a new synthetic pitch could be provided elsewhere, rather than replacing the floodlit one.
Online public consultation on the plans has begun and will last for a month.
Quibell Park, the base for a number of local clubs, is the council’s main outdoor sports facility, boasting an athletics track, a velodrome and grass pitches for football.
The council says the stadium, where many of the facilities were unusable after the blaze, is used by about 40,000 people annually.
